I. Introduction:

The Conference lasted for three days, from May 19 to 20, at the SMED Center , Tacloban City and on May 21 at Calicoan Island , Guiuan, Eastern Samar . The affair was attended by businessmen of Regions 6, 7 & 8 and officers of the Philippine Chamber of Commerce and Industry and several members of the RDC VIII such as DOST, DTI, DOT, DOLE and NEDA. The Conference was hosted by the Leyte Chamber of Commerce and Industry. The RDC VIII was also one of the sponsors of the Conference.

The Conference focused on three themes: Processed foods and packaging, eco-tourism, and Information and Communications Technology. The Conference topics and messages delivered were very much aligned with the priorities of the Regional Development Plan 2004-2010.

May 20: Formal Opening of the Business Conference. Talks centered on Processed foods and packaging and ICT

May 21: Keynote speech by President Arroyo. Presentation on Calicoan business opportunities

May 19:

Message by the Tacloban City Administrator, Mr. Jimmy Yao Ka Sin

•  Government can be an instrument of good. Must be run as efficiently as possible.

•  Partnership with the private sector need, e.g. in one-town-product program. Chamber needed to market the products

•  Chamber has also role in the decentralization of business. For instance, source components of their products from Eastern Visayas , or manufacture said components here.

•  Locate conventions outside Metro Manila. Let PCCI be the first organization to use the Tacloban Astrodome for its conference next year

•  Urged the PCCI to invest here. Invest in Tacloban

•  There is a need for a law for excise taxes to be paid directly to LGUs so people benefit directly.

•  For mining and tourism to co-exist: It can be done.

Message by Congresswoman Petilla

•  Currently concentrating on farming and fishing sectors as poverty lies predominantly in these sectors

•  Co-author of a tourism bill for the creation of tourism offices in all municipalities

•  into advocacy to reduce red tape… to make business easier in our localities

•  Message by Leyte governor Petilla

•  Problems in the different provinces is regional in nature

•  Leyte is not only focused on agri

•  Government enters in areas where the private sector does not want to come in because it is too risky

•  Sustainable growth can only be done by the private sector because LCEs are temporary

•  Region 8 has too many to offer

Message by PCCI President Dee

  • People do not feel the 6.1 % GDP growth because it's controlled by a few. What must be worked out is to increase the income “pie” and make those who work for it get a share of the pie
  • Challenge: if PCCI can't do anything in 12 months, it can't do anything in 10 years
  • Concern of the conference: come up with projects that will create jobs

Tourism

•  Also a regional concern.

•  Lack of facilities is a major problem

    • “Portable facilities” is an option
    • Another problem is lack of “formal travel guide” which contains an info of interest to tourists such as destinations
    • “Leyte Travel Guide” will be given to travel agencies
    • Cruise boat operation needed
  • Identification of mariculture Zones & processing to address the possibility of an excess supply of bangus in the near future

Interested participants were given a tour to the Mariculture Zone at San Juanico.

31 st Philippine Business Conference

  • Will invite international speaker – international business celebrity and an institutional speaker like World Bank or WTO
  • There will be a presentation per region, more on business opportunities than purely statistics
  • Priorities of government will be presented
  • There will be simultaneous conference sessions on such topics as: education and English, nursing and medical services.
  • Those running educational institutions including nursing schools are encouraged to attend – conference tackles such questions as: what's wrong with Philippine English? How do we upgrade our English.

Talk by Mr. Sy on the Regional Inputs to the PBC

•  In AVR format – 10 minutes

•  What are the best investments here?

•  Why do business here

•  What are the problems? What can they do?

•  There must be figures – margins, size of business, return on investment, problems

•  What businesses performed well –showcase

•  Regions must help market the Conference. Invite educational institutions especially for teaching English

Opportunities in the Call Center Industry by Teletech

  • They have consultants who can help those who want to put up an IT business here – help in making it operate, securing contracts abroad, accounts and training aspect .
  • Wanted: An investor who has a bodega or warehouse preferably in PEZA zone. Teletech is wanting to put another facility in the Visayas
  • Offer to put up: “mini Call Center ” or Business Process Outsourcing—medical/legal transcription, data transcription, animation, accounting and payroll processing
  • Cost: 30-seat medical transcription is P6 to 8 million (training, software, recruitment)…return in 12 to 15 months

Prospects for Food Processing & Packaging

  • Profitable due to increase in population and increasing life span
  • Branding is needed to be competitive
  • Packaging is the battle of products
  • Ethnic foods which are packaged: moron of Leyte , binagol, pinangat, bahalina wine, kabkab (cassava crackers)

PCCI is the voice of business. Must propel growth. Growth must be with sociall equity.

There must be interventions in government and private sector so they can be competitive. The Leyte first district focuses on farmers/fishers. There must also be interventions for the business sector.

PCCI is networking with DOST, DTI, NEDA, local chambers and LGUs for the establishment of satellite packaging service and testing centers and toll packing facilities.

PROPEL DEVELOPMENT

•  a project of PCCI and Kiko Pangilinan

•  Leyte particularly Tacloban is one of the pilot areas

•  Templates for enterprise and livelihood development

•  Province-based plans are aligned with 10-pt agenda

•  Localized implementation of national SME

Alternative Dispute Resolution – “Philippine Dispute Resolution Center ”

  • An alternative to litigation
  • Various forms: mediation, mini-trial, mediation-arbitration, international commercial arbitration
  • Can train people to be mediator
  • Advantages of ADR: technical expertise of arbitrators (they know what questions to ask) compared to a judge who may not know the technicalities of an issue; private in contrast to a court hearing which is public; faster resolution – takes only weeks or months (court takes 8 to 15 years)

Reforms in the Service Sector (Dr. Ong)

•  Call : develop at least 5 projects

•  Submit to PCCI projects to benefit

Day 2: Message of President Arroyo

  • Called Guiuan as the “paradise of Eastern Visayas ”
  • Guiuan is the gateway to Eastern Samar development, but there is a need to fund infrastructure
  • Guiuan is an important part of “niche” tourism”
  • Surfing tourism is a priority under “niche tourism”
  • Revealed that the passage of revenue generation measure marked the completion of Phase I of Economic Reform
  • Phase II has begun which includes such interventions as continuing aggressive fiscal reform/cracking down on tax cheat, fighting graft and corruption, energy independence and price watch. Pro-poor agenda.
  • What needs to be done: improve business climate, develop entrepreneurs through better access to micro finance, develop 2 million hectares of land for agri-industry (lands between the coconut trees).
  • Gave directive to reduce the documentary requirements in government

  • Calicoan is more than Boracay
  • Travel surpasses IT as a dollar earner worldwide
  • What needs to be done: upgrade Guiuan airport for commercial flights, pave the island's major roads to make it easy for tourist to move around
  • Business opportunities: real estate, places to stay, service businesses (transport, souvenir shops, restaurants and bars)
